Bringing a dog or cat to Panama: pet relocation

Health certificates, advance notice to quarantine, flights and arrival inspection.

Bringing a dog or cat to Panama from the US is manageable, but it is paperwork with tight timing. The certificate has to be issued, endorsed and used within days, and Panama’s quarantine office needs to know you are coming.

Dogs and cats

The usual requirements are:

  • A health certificate from a USDA-accredited vet, issued shortly before travel and then endorsed by the USDA.
  • Rabies vaccination, current and given at least a set number of days before travel. Other routine vaccinations are expected too.
  • Authentication for Panama. Panama has required the endorsed certificate to be apostilled or authenticated by a Panamanian consulate. Check which applies now.
  • Advance notice. You send a home quarantine request to the animal quarantine office at the airport a few days before arrival.
  • Arrival during office hours. A vet inspects the animal at the airport, and you pay the inspection and home quarantine fees, commonly a little over $100 in total for each animal.

Airline rules

Airlines set their own requirements, and they are often the harder part:

  • Carrier sizes and weight limits for the cabin.
  • Breed restrictions, especially for snub-nosed dogs and cats.
  • Temperature limits for animals in the hold. Panama is hot all year, and US summer departures can also be refused.
  • Whether pets can travel as checked baggage or only as cargo.

Other animals

Birds, reptiles and other species need import permits and can fall under wildlife trade rules. Some can’t be brought in. Start months ahead and take advice.

When a relocation service is worth it

  • Large dogs that must fly as cargo.
  • Snub-nosed breeds, which many airlines restrict.
  • Several animals, or species other than dogs and cats.
  • When you can’t be on the same flight as your pet.
  • When the endorsement window clashes with your own travel dates.
