Panama citizenship and dual nationality for Americans

Naturalisation after five years as a permanent resident, the exam, and where dual nationality stands.

Most Americans who move to Panama never need Panamanian citizenship. Permanent residency already lets you live there indefinitely. Citizenship adds a Panamanian passport, the right to vote and freedom from immigration rules, and it takes years to get.

The ways to become a citizen

  • By birth. People born in Panama are Panamanian.
  • By descent. Children of a Panamanian parent born abroad can claim citizenship, with conditions.
  • By naturalisation. This is the route for foreign residents, and the subject of this page.

Requirements for naturalisation

  • Five years as a permanent resident. The period is three years if you are married to a Panamanian citizen or have children with one. Time on a provisional or temporary card generally doesn’t count, so for the Friendly Nations visa the clock starts when you become permanent.
  • Real ties to Panama. Expect to show that you actually live there: a home, time in the country, income, tax records.
  • An exam in Spanish on Panamanian history, geography and civics.
  • A clean record and the usual identity and status documents.

One caution on the Pensionado visa: attorneys give different answers on whether residency under it counts toward naturalisation. If citizenship matters to you, raise it before you choose your residency route.

How the process works

  1. After the qualifying period, your attorney files a naturalisation application.
  2. You sit the exam, which is held in Spanish.
  3. The file passes through the immigration service and the Electoral Tribunal, and the final decision is signed by the President.
  4. You take an oath and are issued a citizen’s ID card. You can then apply for a passport.

There is no fixed timetable. People commonly report that the process takes several years from application to oath, on top of the five years of residency. Approval is at the government’s discretion.

Dual citizenship

Panama’s constitution asks people who naturalise to renounce their previous nationality, and the oath includes that statement. What that means in practice depends on the other country:

  • The United States does not treat an oath made to another country as giving up US citizenship unless you intend to give it up and go through the formal process at a US embassy. Americans who naturalise in Panama therefore generally remain US citizens.
  • Panama treats you as Panamanian while you are in Panama, whatever other passport you hold.

This is an area where the legal position and the practice differ, so take advice from a Panamanian attorney, and from a US one if you have concerns on that side.

What it doesn’t change

  • Panamanian tax. Panama taxes on where income is earned, not on citizenship.

Is it worth it?

For most retirees, permanent residency is enough. Citizenship is worth the effort if you plan to stay for life, want to work in a restricted profession, or want a second passport and are prepared to learn Spanish well enough for the exam.

How do you become a citizen of Panama?
